<p>September 9, 2026, marks the 78th founding anniversary of the Democratic People’s Republic of Korea.</p>
<p>Since its founding, the government of the DPRK has consistently maintained the people-first idea in state building and activities for nearly eight decades. Today, under the wise leadership of the respected Comrade Kim Jong Un, it is ushering in a new era of rejuvenation where its people’s ideals come true.</p>
<p>During the term of the 14th Supreme People’s Assembly alone, modern streets with tens of thousands of flats were built in the capital city of Pyongyang, and many characteristic dwelling houses in the rural areas across the country. All of them were provided to the working people free of charge.</p>
<p>Through the dynamic implementation of the regional development policy in the new era, modern regional-industry factories, livestock farms and large-scale greenhouse farms have been built, bringing about eye-opening changes in the development of the regional economy and the people’s living standards.</p>
<p>Pyongyang General Hospital, Kangdong County Hospital and other modern healthcare facilities have been inaugurated to contribute to the promotion of the people’s health. The city of Samjiyon has been turned into an all season mountain tourist town, and the Wonsan Kalma Coastal Tourist Area built into a tourist destination on the coast of the East Sea of Korea, unfolding a new phase of socialist civilization.</p>
<p>These entities conducive to promoting the people’s wellbeing are inconceivable apart from the devoted efforts of Comrade Kim Jong Un who continues his field guidance tour, regarding “The people are my god” as his motto.</p>
<p>Today the Korean people, full of confidence and optimism that a brighter future is in store for them as long as they remain faithful to the leadership of Comrade Kim Jong Un, are stepping up their advance for the comprehensive development of socialism.</p>

<p>At a time when the era of eye-opening transformation in strengthening the Juche-oriented naval forces is being ushered in thanks to the outstanding military strategic ideas and energetic leadership of the Workers&#8217; Party of Korea, another powerful warship, which will reliably defend the inviolable maritime sovereignty and interests of our state, was commissioned into the Navy of the Korean People&#8217;s Army.</p>
<p>The destroyer Kang Kon is the second Choe Hyon-class destroyer possessed of the complex combat capability to perfectly complete the operational mission assigned to it even in any waters by accepting the original conceptions for bolstering the naval combat power in a Korean way. Its commissioning serves as a significant occasion in demonstrating the steadfast will of the Party Central Committee to build an ocean fleet with the ardent desire and aspiration for a rich country with a strong army and its nonstop progress towards the modernization of the Navy.</p>
<p>A ceremony took place at Wonsan Port on September 6 to commemorate the commissioning of the destroyer Kang Kon.</p>
<p>The port, which shows the past and present development of our naval forces as a whole, was filled with the boundless gratitude to Comrade Kim Jong Un who is translating into the present reality the long-cherished desire of the people who had longed for the powerful navy and is injecting the vitality of sure victory into our navy.</p>
<p>Respected Comrade Kim Jong Un, General Secretary of the Workers&#8217; Party of Korea and President of the State Affairs of the Democratic People&#8217;s Republic of Korea, attended the ceremony.</p>
<p>When Comrade Kim Jong Un arrived at the venue of the ceremony amid the welcome music, the participants broke into enthusiastic cheers out of their absolute trust and boundless reverence for him who set forth the original development orientation for building the modern naval forces and has powerfully guided the struggle for its realization to usher in a new stirring heyday of the navy capable of fully demonstrating the strong strength and spirit of the DPRK in ocean.</p>
<p>The KPA Navy courteously greeted Comrade Kim Jong Un, the outstanding leader and great defender of our state and people, with the highest respect.</p>
<p>There took place a ceremony of greeting the head of state.</p>
<p>Comrade Kim Jong Un reviewed the glorious flag and guard of honor of the KPA Navy.</p>
<p>There was a march-past of the guard of honor of the Navy.</p>
<p>Present there were senior Party and government officials including members of the Presidium of the Political Bureau of the WPK Central Committee, officials of the WPK Central Committee, leading officials of ministries and national agencies, commanding officers of the Ministry of National Defence and the KPA large combined units, officers and men of the Navy, sailors of the destroyer Kang Kon, naval generals of the former generation, workers, scientists, technicians and officials in the field of shipbuilding industry and citizens, youth and students in Wonsan City.</p>
<p>The sacred flag of the DPRK was hoisted amid the solemn playing of the national anthem.</p>
<p>An art performance was given to commemorate the commissioning of the new-type destroyer.</p>
<p>Put on the stage were pieces of music dealing with the militant course of the Navy of the Republic, which has demonstrated the matchless heroism, bravery and spirit of annihilating enemies to defend the inviolable sea of the motherland, and the life of sailors shining on the voyage of loyalty and songs on the theme of patriotism.</p>
<p>The performance showed through wonderful artistic depiction the high ideological and moral world of the officers and men of the Navy, who are determined to invariably remain faithful to their sacred mission assigned by the Party and the country, setting the coordinates of their life on the voyage of defending the country forever and adding eternal shine to the immortal ennobling name of Comrade Kim Jong Un&#8217;s navy and its history of victory. It added pleasure to the significant and auspicious event in September.</p>
<p>Then followed a commissioning ceremony of the destroyer.</p>
<p>Jo Chun Ryong, member of the Political Bureau and secretary of the WPK Central Committee, made a report on the preparations for the commissioning of the destroyer Kang Kon.</p>
<p>He said that the destroyer Kang Kon will be formally commissioned into the KPA Navy at a historic time when a new heyday of strengthening the Juche-oriented naval forces is being put on a higher stage, adding that after its launching, the destroyer&#8217;s combat efficiency and reliability have been comprehensively verified through several-stage professional assessment and test.</p>
<p>On behalf of the workers, scientists and officials in the field of defence industry including Chongjin Shipyard and Rajin Shipyard, he courteously declared that the destroyer Kang Kon with the mission to defend the sea of the DPRK was ready to be delivered to the Navy of the KPA.</p>
<p>Thanks to the outstanding and correct guidance of the Party Central Committee, the rapid growth and development of the naval forces of the Republic has been put on a firm track, he stressed.</p>
<p>Saying that it is the firm faith and high enthusiasm of the workers in the shipbuilding industry and the national defence scientific research group to glorify the great era by building and launching more powerful warships every year, he expressed the determination to ensure the radical development of the naval forces of the DPRK by making more responsible efforts and struggles true to the line of developing the national defence clarified by the Party Congress.</p>
<p>Minister of Shipbuilding Kim Kwang Il handed over the document of delivery of the destroyer Kang Kon to the Navy of the KPA.</p>
<p>Comrade Kim Jong Un made a meaningful speech.</p>
<p>Expressing his historic emotion over the fact that with the high ambition for ocean navigation the destroyer of a new generation came to commence its operation at the port, where the anti-Japanese revolutionary fighters led by President Kim Il Sung dropped anchor of liberation to return home in triumph in September eighty one years ago, he said that the great ambition to build a rich country with a strong army reflected in the small boat &#8220;Kaeson(triumphal entry)&#8221; has now come to reach the ocean from this memorable port with the latest warship.</p>
<p>Noting that now when everything is insufficient, we have appreciated the requirements of history and present era from the responsible attitude and viewpoint on security in the present and future and courageously challenged with our own style system of calculation, and it was started from the consciousness and mission of the generation never to shift to rising generations the historic great cause of building a powerful navy in conformity with the geographical conditions of a maritime country, he said that the destroyer Kang Kon is an outcome of the DPRK&#8217;s self-respect, will and strong spirit to defend its rights and interests before being an aggregate of its economic, defence and scientific and technological capabilities.</p>
<p>We should make sure that the diversified and effective operation of nuclear combat systems is conducted for an actual war through developing our navy into a nuclear armed force and military activities for maritime defence and war deterrence are more clearly conducted, and this is the constitutional duty of the armed forces of the DPRK, he said, stating that the responsible activities and important role of the Navy of the DPRK will strictly restrain the enemies&#8217; aggression fleets and definitely bring about a result of making them retreat strategically.</p>
<p>Saying that there is no other guarantee for defending peace but to ensure the balance of force and we will show our principled and responsible will to defend the maritime sovereignty of the Republic, the security environment in Northeast Asia and the world peace by deploying the most powerful strategic assets in the most important waters, he clarified again the invariable stand of the WPK and the DPRK government to continuously develop the overwhelming military muscle feared by the hostile forces.</p>
<p>When Comrade Kim Jong Un finished his speech, all the participants expressed their firm pledge to uphold with the most thoroughgoing practical successes the unshakable will of the Party Central Committee to defend the national sovereignty and its policy of building a powerful army, breaking into thunderous cheers of &#8220;Hurrah!&#8221;</p>
<p>Upon authorization, Pak Jong Chon, vice-chairman of the Central Military Commission of the WPK, read out the order of the WPK Central Military Commission on commissioning the destroyer Kang Kon into the KPA Navy, and handed it to Senior Vice Admiral Pak Kwang Sop, commander of the KPA Navy.</p>
<p>On the order of the WPK Central Military Commission, the destroyer will be commissioned into the East Sea Fleet of the KPA Navy to fulfill the responsible mission of defending the maritime sovereignty of the DPRK as the nuclear war deterrent.</p>
<p>On behalf of the sailors of the destroyer, Senior Commander Choe Chol Jin, captain of the destroyer, made an oath-taking speech.</p>
<p>Referring to the great honor and pride of commanding the powerful new-type warship, the captain extended high tribute and thanks on behalf of the warship to the workers of the Chongjin and Rajin shipyards and the relevant sectors of defence industry faithfully upholding the Party Central Committee&#8217;s grand plan for building the naval forces.</p>
<p>He said that they will sail along the course indicated by the Party Central Committee without an inch of deviation as befits the sailors of the destroyer Kang Kon, a capital ship of the Navy in the new era which shoulders a heavy responsibility of defending the maritime sovereignty with the immortal soul of the army-founding generation, and exercise in a responsible manner the invincible defence capability and tremendous deterrent assigned by the country and the people to the warship.</p>
<p>The captain expressed the will of sure victory of the sailors of the destroyer to vigorously make the voyage of ocean the course of the most brilliant feats, always cherishing the pledge made before Comrade Kim Jong Un and the country and its people at the commissioning ceremony, and thus more highly and fully demonstrate the dignity and honor of the glorious DPRK.</p>
<p>Then, amid the enthusiastic encouragement and cheers of the participants in the ceremony, the sailors of the destroyer got on the warship with the honor of being sailors of the Republic, holding high the fleet flag and the ensign in the van.</p>
<p>There took place a ceremony of hoisting the flag of the KPA Navy on the destroyer Kang Kon.</p>
<p>Amid the boom of a 9 gun-salute, the Navy flag was solemnly hoisted on the warship with the wish and militant salute of all the participants.</p>
<p>Comrade Kim Jong Un got on the destroyer.</p>
<p>The captain greeted Comrade Kim Jong Un with the great honor of having the head of state on his warship again before leaving the port.</p>
<p>Going round various combat spaces of the warship, Comrade Kim Jong Un extended warm congratulations and militant encouragement to all the commanding officers and sailors who start their honorable military service together with the DPRK&#8217;s new-generation destroyer No. 2, which was named after the anti-Japanese revolutionary fighter, with the sacred and important mission of defending the inviolable national sovereignty.</p>
<p>Comrade Kim Jong Un met the sailors on the bow of the destroyer.</p>
<p>The destroyer Kang Kon was awarded the binocular in the name of Comrade Kim Jong Un.</p>
<p>Comrade Kim Jong Un said that today&#8217;s ceremony of transferring the warship held with splendor amid the blessing of the country and the people constitutes a historic event of making another step forward in improving the operational capability of our navy to the strategic level and a clear proof of the inevitability of our cause of ushering in a heyday of the navy.</p>
<p>He said that once ordered anytime, the new-generation destroyer should deal a deadly retaliatory blow at the enemies as it is a force involved in the state nuclear counteraction system. He expressed belief and expectation that the commanding officers and sailors of the destroyer Kang Kon possessed of the might, spirit and courage of the DPRK would win only victory, covering the militant course of the Navy of the Republic with greater glory, and had a significant photo taken with them.</p>
<p>All the commanding officers and sailors of the destroyer solemnly pledged to glorify the honor of the Navy of the Republic with a record of proud victory, holding fast to the steering of invariable faith and sailing the ocean along the course indicated by the Party Central Committee.</p>
<p>Comrade Kim Jong Un got off the warship and met with the navy commanding officers of the former generation who took part in the ceremony.</p>
<p>The commander of the Navy ordered the destroyer Kang Kon to leave the port.</p>
<p>All the warships of the Navy staying in the port raised the code flags of congratulation at once amid the gong of departure of the destroyer and the let-off of fireworks and balloons.</p>
<p>The participants extended their warmest and enthusiastic congratulations to the sailors of the destroyer, waving their hands.</p>
<p>Comrade Kim Jong Un sent a militant salute to the destroyer, hoping that it would demonstrate only the honor of invincibility.</p>
<p>On the same day, senior Party and government officials and other participants went round the venues of the exhibition of warship military hardware and the photo exhibition of the history of the Navy and realized with deep emotion the rapid development of our Navy being accelerated beyond precedent and limits thanks to the energetic around-the-clock leadership of Comrade Kim Jong Un.</p>
<p>The KPA Navy hosted a reception in commemoration of the commissioning of the destroyer.</p>
<p>The commissioning of the destroyer Kang Kon clearly proved the epoch-making progress and development of the building of the modern naval forces led by Comrade Kim Jong Un and gave redoubled strength and encouragement to the ranks of the all-people general advance working heart and soul for the successful implementation of the grand revolutionary programme set forth by the historic Ninth Congress of the WPK.</p>
<p>Only traces of victory and glory will always be recorded in the future of our Navy thanks to Comrade Kim Jong Un, the symbol of the mightiness of the great DPRK and the invincible and iron-willed commander.</p>

<p>The full text of his speech is as follows:</p>
<p>Admirable workers of Chongjin and Rajin shipyards and talented persons of the technical teams in the shipbuilding and defence science sectors,</p>
<p>Sailors of the destroyer Kang Kon and brave officers and other sailors of our Navy,</p>
<p>Dear Wonsan citizens,</p>
<p>Comrades,</p>
<p>Today we are greeting another noteworthy moment in the course of our advance for accelerating the buildup of our powerful naval forces.</p>
<p>Three months ago, the destroyer Choe Hyon sounded a whistle of its commissioning on the West Sea of Korea, and today a ceremony for commissioning another destroyer is being held in splendour here on the East Sea of Korea.</p>
<p>This is a remarkable reality that showcases the speed of change of our Navy.</p>
<p>I would like, first of all, to pay my heartfelt tribute to the workers of Chongjin and Rajin and the sci-tech teams in the shipbuilding and defence industry sectors who have unsparingly devoted their patriotic sweat and passion for this significant day of etching new coordinates in the course of strengthening our maritime sovereignty in the new era.</p>
<p>Comrades,</p>
<p>The excitement and emotion I feel today is beyond description as a ceremony that injects new strength into our Navy is being held not anywhere else but at this historic port.</p>
<p>If there is a most heart-gladdening and emotive historic moment in the history of building our nation and our armed forces, that will be today.</p>
<p>In this September, 81 years ago, the ranks led by Comrade Kim Il Sung landed here at Wonsan Port by a warship on a triumphant return to their country which they had so missed.</p>
<p>Mooring now at the harbour, where the Kaeson put into on that historic day, is a destroyer of a new generation that gives a glimpse into our naval capability and its development.</p>
<p>At the port, where the anchor of national liberation was dropped with a cheerful dream, our destroyer will raise its anchor with a far-reaching ambition of sailing to the ocean.</p>
<p>From this very moment, not just in the near future, that powerful naval combat complex will put out to sea to defend the national sovereignty and write the first page of its log, reflecting the desire of the great people.</p>
<p>As the great ambition for a prosperous country with a strong army harboured by the small Kaeson is now to be carried forward to the vast ocean by this ultramodern warship at this very memorable port, this emotion will remain in my memory forever.</p>
<p>I am really glad to share this historic emotion with you comrades.</p>
<p>The forerunners, who, at this port, stepped on the soil of their country, are not here now, but they would share their desire with us today, I am sure.</p>
<p>The primary significance of the commissioning of the Kang Kon, held in splendour in the meaningful September, is that we are proudly raising the anchor of building a maritime power at the place where the anchor of national liberation was dropped.</p>
<p>Today this port has gained a new significance as a historic place, where the warships of our Republic will raise anchor one after another to defend our national sovereignty and security in every way, and as an area, which will exhibit the uninterrupted improvement of our naval combat capability.</p>
<p>Comrades,</p>
<p>We are now seeing historic things symbolically showing the past and present of our naval combat capability.</p>
<p>That warship at the quay by the museum over there is just the Kaeson.</p>
<p>That warship represents our past and this one before us, our present.</p>
<p>Nothing can explain more impressively than this what turn has been brought about now by a history in which it was impossible to hold the esteemed man, benevolent liberator of a country and nation and founder of a state, in all respect and sincerity.</p>
<p>What we should pay attention to is that a more important thing than this historical comparison or the dramatic contrast that is clearly visible is the fact that such a change has been made in only two or three years.</p>
<p>As I have already stated, the workers, scientists and technicians of our generation have accomplished the thing, which had failed to be done for nearly 80 years since the founding of our Navy, with the enthusiastic support of all the people and amid their expectations.</p>
<p>Modernization of the naval armaments has always been an essential requirement for the geopolitical factors of our state, and the efforts of the Korean people desirous of a powerful navy have never stopped, but until a few years ago our Navy failed to have warships commensurate with its mission and military achievements.</p>
<p>Of course, it may also be attributed to the military and strategic demands of the past and present times, but this is not the only reason.</p>
<p>To tell the truth, this is related with our history.</p>
<p>It reflects the peculiarities and arduousness of our revolution and the history of hardship which we were compelled to experience inevitably for that, and contains a myriad of stories beyond what we know and have seen.</p>
<p>It is by no means easy to arm the Navy this much under the situation in which everything is difficult as it is now.</p>
<p>But by transcending everything, we evaluated the needs of history and the present times with a responsible attitude and viewpoint towards the thoroughgoing security of the present and future, and valiantly confronted challenges in our own way of calculation.</p>
<p>Such attitude and new awareness doubled the self-consciousness and sense of mission of our generation never to pass over to the coming generations the great historic cause of building a powerful navy in line with the position of a maritime nation that is bounded by the sea on both sides.</p>
<p>The course of naval modernization can be said to be a process of adhering to the principle of bringing ability in step with a goal set by the times, instead of setting a goal based on the calculation of ability, and a process of attaining the goal without compromise or delay under any circumstances.</p>
<p>But for the viewpoint, stand, courage and calculation method that there should be the will to attain an aim before a guarantee for the attainment of it is provided, our Navy would have still remained in the past.</p>
<p>Our future cannot be bought with financial resources.</p>
<p>We are a people who cannot wait.</p>
<p>The Kang Kon is a manifestation of the sense of self-respect and will of this Korea and the crystallization of its indomitable spirit to defend its rights and interests, before being an ensemble of our economic, defence and sci-tech strength.</p>
<p>The commissioning of the new-type destroyer here today will be an important occasion for redoubling our will of, and our motive power for, transformation amid genuine recollection.</p>
<p>Comrades,</p>
<p>Our Navy has eagerly waited for the moment when a new-type destroyer of ours would leave its wake just here on the East Sea, not elsewhere.</p>
<p>Today we are witnessing with our own eyes how the aspirations and dreams the Korean people have cherished for ages are coming true.</p>
<p>In the past, because of the limitations of our military equipment, we had no other alternative but to leave the enemy warships move rampantly around our territorial waters as they wanted, although we had such great courage and mettle to defend the seas of our country firmly. Such a thing of the past shall never be repeated.</p>
<p>The security of our country is exposed to constant and direct threats from all sides–on the land, in the air and on the sea–and the first and foremost of them is what comes from the East Sea of Korea and the neighbouring waters.</p>
<p>No waters can be found around any other country than ours where warships of the belligerents appear any time to move and deploy nuclear assets and conduct joint war rehearsals freely, using our waters as a theatre for tracking and inhibiting even our legitimate exercise of the right to self-defence.</p>
<p>These days we have often witnessed here the tireless efforts of our enemies to improve their readiness for war against us.</p>
<p>Our national security is now under serious threat posed by the open hostile military actions of the enemies to wreck the regional stability.</p>
<p>The Democratic People&#8217;s Republic of Korea can never allow such phenomena to go unheeded any longer.</p>
<p>Dangerous shadows must be removed as early as possible.</p>
<p>We must cope with these threats resolutely by employing quite a professional and overwhelming power, with a willingness to use it and a sufficient ability for it.</p>
<p>In this sense, the commissioning of the Kang Kon has virtually incomparable significance, although it is identical in terms of class and weaponry to the Choe Hyon which was already delivered to the West Sea Fleet.</p>
<p>The proclamation of the commissioning of this virtually attack destroyer itself is enough to inform the world of our views and attitudes.</p>
<p>The fact that the warship has officially been commissioned to the naval group on the East Sea, and the information that naval bases are under construction on the East Sea will give a clear signal to the enemies, who will inevitably find themselves in deep distress.</p>
<p>It is high time we exercised our sovereignty properly both on and under the sea.</p>
<p>We have become able to use stronger and more deadly power.</p>
<p>We will exercise the legitimate right to self-defence and respond as much as necessary.</p>
<p>The results of our views and efforts are successfully preventing the geopolitical threat from the enemies.</p>
<p>We need to change faster.</p>
<p>As I mentioned at the previous commissioning ceremony for the Choe Hyon, the change of our Navy does not simply mean that its vessels are becoming larger and that the shipborne weapons systems are getting further modernized.</p>
<p>The most important change and the most significant progress worth mentioning is that it is a source of the greatest fear for the enemies.</p>
<p>It means that the programme of equipping our Navy with nuclear weapons has been realized so as to become more suitable, diversified and practical for the use of their deterrence.</p>
<p>By further bolstering up the powerful and reliable nuclear war deterrent, we should develop for an actual war the multifaceted and efficient operation of nuclear combat systems and make clearer the military activities for maritime defence and war deterrence.</p>
<p>It is the constitutional duty of the armed forces of the Democratic People&#8217;s Republic of Korea to safeguard the absolute security of the state, maintain the strategic stability and the balance of forces in the region and contain geopolitical threats.</p>
<p>The responsible activities and important role of our Navy will strictly restrain the enemies&#8217; aggressive fleets and surely result in forcing them to make a strategic retreat.</p>
<p>As was proved yesterday and is proved today, there is no other option for safeguarding peace than maintaining the balance of forces.</p>
<p>Our stand is clear.</p>
<p>We should make the enemies fear us.</p>
<p>Only when the enemies fear us, can they never dare provoke us, and can we defend the peace and development environment of our country.</p>
<p>In order to cope thoroughly with the existing, lurking and prospective threats, we must continue to build up overwhelming military muscle.</p>
<p>I emphasize once again.</p>
<p>We will deploy the most powerful strategic assets in the most important waters in order to show our principled and responsible will to defend the maritime sovereignty of our Republic, the security environment in Northeast Asia and the global peace, and also make a great contribution to this end.</p>
<p>Comrades,</p>
<p>Our state&#8217;s security and our national interests have never been separated from the defence of maritime sovereignty, and a powerful navy is a stout pillar for national defence and a reliable means for exercising national sovereignty.</p>
<p>Like the goals all maritime countries pursue, we must put the modernized naval weapons systems on the axis for deterring and fighting a war so as to defend today and the future.</p>
<p>We should make the world know what we are doing and how we are preparing ourselves to defend our rights and interests with a bolder decision and a faster and perfect result.</p>
<p>The appellation for the strong and for a power in the 21st century can be obtained only by making ceaseless efforts and can be won without any regret only by bringing about vigorous innovations and upsurge.</p>
<p>Our massive plans include the building and commissioning of warships of various types which are compatible with the two aspects of war deterrence and fighting of war and which can satisfy such needs, the modernization of shipyards and the construction of infrastructure, the reorganization of the naval forces and the establishment of new units. These are great undertakings our generation must accomplish without fail.</p>
<p>We should make clearer our courageous stance and efforts to implement these tasks of the present times and push ahead with them at top speed.</p>
<p>Today marks another new start in the relay which should continue uninterruptedly.</p>
<p>We are now carrying out an important plan for the buildup of the naval forces.</p>
<p>I will prove this to the world once again eight months later.</p>
<p>Comrades,</p>
<p>Our warships going out to wider waters must sail across the boundless ocean valiantly at full throttle.</p>
<p>Let us dash unremittingly until we can satisfy our steadfast will to defend our national sovereignty and lofty self-respect.</p>
<p>Commanding officers and other sailors of the destroyer Kang Kon,</p>
<p>You will soon be assigned with a strategic mission.</p>
<p>It is because this warship is a means and force included in the country&#8217;s nuclear counteraction system.</p>
<p>You ought to play an important role through your responsible service.</p>
<p>As the first crewmen of the destroyer, you, with the pride and mettle of standing in the most responsible position in safeguarding the country, should prepare and train yourselves thoroughly to perform various tasks in different circumstances and in this way you can record only victorious battles in the history of the destroyer.</p>
<p>If our enemies dare to have recourse to armed force against us, I will order you to use our absolute strength, which would deal the most fatal blow to them.</p>
<p>You must deal an annihilating retaliatory strike to the enemies if such an order is issued at any time.</p>
<p>The professionalism and bravery you would display and the unlimited strength you have possessed will further boost the fighting efficiency and fame of our East Sea Fleet.</p>
<p>I hope that the ensign fluttering over the Kang Kon will always shine radiantly as a symbol of dignity and honour, a banner of victory and feats, of our Navy.</p>

<p>Respected Comrade Kim Jong Un, General Secretary of the Workers&#8217; Party of Korea and President of the State Affairs of the Democratic People&#8217;s Republic of Korea, had a photo session with the participants in the 15th National Conference of Teachers on September 4.</p>
<p>Present there were Pak Thae Song, Kim Sung Du, Ju Chang Il, and other senior Party and government officials.</p>
<p>The participants in the conference were filled with great joy and excitement as they were blessed and encouraged by the Party Central Committee at the historic conference held amid the interest of the whole country and then came to be honored with the greatest privilege and happiness they will always remember.</p>
<p>When Comrade Kim Jong Un arrived at the venue of the photo session, they broke into stormy cheers of &#8220;Hurrah!&#8221;</p>
<p>Teachers presented bouquets of fragrant flowers to him on behalf of the conference participants and all other educators in the country.</p>
<p>All the participants expressed their deep thanks to the tender-hearted father, great mentor who gives the greatest respect and honor to the educators dedicating their whole life to the teaching which is directly related to the future of the country.</p>
<p>Acknowledging the enthusiastically cheering crowd, Comrade Kim Jong Un extended warm encouragement to the participants who glorified the conference as an occasion of new great success and leap forward to be specially recorded in the history of the development of Juche-oriented education.</p>
<p>Saying that the Korean revolution is winning victory after victory and our Party and state are demonstrating their absolute dignity and might since a huge army of genuine revolutionaries, ardent patriots and nice men of talent have reliably defended our idea and cause as a strong cornerstone and a solid castle wall, he highly praised again the devotion and feats of the educators dedicated to training such faithful pillars.</p>
<p>It is the plan and firm determination of our Party to make all the miracles and victories for national prosperity start from all the educational institutions across the country at present when socialist construction has entered a new stage of comprehensive development, he said, stressing that the significance of the conference lies in the declaration of the great expansion and intensification of the educational revolution in the new era.</p>
<p>When all the educators of the country become genuine revolutionaries with the communist character, true patriots who put their heart and soul into the efforts for national prosperity, and wise teachers with high qualifications and noble traits, the basis of the country will be stronger along with the training of the reliable rising generations and the future of our cause will be bright forever, he said.</p>
<p>Expressing the expectation and belief that all the teachers would dedicate themselves to training all the schoolchildren into steadfast and competent talents, always mindful that their crystal-clear conscience and devotion dedicated to the teaching will lead to the feats of their disciples who will contribute to the prosperity and development of the country, he had a photo taken with the participants.</p>
<p>Comrade Kim Jong Un met with the members of the delegation of educationists of the General Association of Korean Residents in Japan (Chongryon) who attended the conference.</p>
<p>After shaking hands with all the Chongryon educators who are making great painstaking efforts for the future of Chongryon, he asked them to train a larger number of reliable pillars, competent talents who will carry forward the patriotic cause and had a photo taken with them.</p>
<p>At the end of the photo session, the participants raised enthusiastic cheers again.</p>
<p>Comrade Kim Jong Un hoped that all the educators in the country, including the participants, would achieve successes in their work.</p>

<p>The 15th National Conference of Teachers opened with splendor in Pyongyang, the capital city of the DPRK, on Wednesday at a historic time when the educational revolution for turning our state into the most advanced country in education across the world has been intensified at a new high stage under the original idea of the Workers&#8217; Party of Korea on attaching importance to education and under its wise guidance.</p>
<p>The conference, convened amid the special concern of the Party and the government regarding the training of the rising generation and talents as the most important affair of the revolution and the great expectation of all the people, constitutes an essential and responsible process for successfully attaining the grand goals set forth by the Ninth Congress of the WPK before the educational sector, including the thorough implementation of the second universal 12-year compulsory education programme.</p>
<p>The conference will analyze and review in depth the implementation of the Party&#8217;s educational policy for the past seven years after the 14th National Conference of Teachers and discuss the realistic issues for promoting the new qualitative development of our education.</p>
<p>Respected Comrade Kim Jong Un, General Secretary of the Workers&#8217; Party of Korea and President of the State Affairs of the Democratic People&#8217;s Republic of Korea, attended the conference.</p>
<p>When Comrade Kim Jong Un appeared at the venue of the conference, the participants raised stormy cheers.</p>
<p>All the participants paid the highest tribute and glory to the outstanding leader, the great teacher who is ushering in a brilliant heyday of development of the Juche-oriented education with his distinguished idea and leadership and ardent love for the rising generation.</p>
<p>Present at the conference were exemplary educators from across the country, leading personnel in the field of education from Pyongyang and local areas, officials of relevant units and members of the delegation of educators of the General Association of Korean Residents in Japan (Chongryon).</p>
<p>Its platform was taken by senior Party and government officials, chief secretaries of provincial committees of the WPK, leading officials of major educational institutions, exemplary teachers and educational workers, officials of the sponsoring organizations and the head of the Chongryon delegation of educators.</p>
<p>Comrade Kim Jong Un made a significant speech to open the conference.</p>
<p>The educational work is the state&#8217;s top-priority affair as it cannot and must not be placed after any other affairs and this is indisputable truth and our consistent principle, he said, expressing his pleasure of personally conveying the expectation of the WPK Central Committee attaching special importance to the current conference and extending the warm respectful greetings he always wanted to offer the teachers.</p>
<p>Mothers give birth to their children, but our teachers are beneficent ones who bring the children up to be nice ones, he noted, and extended the warmest respects and thanks to all the educators of the country and the General Association of Korean Residents in Japan who have been working as honorable teachers with high sense of responsibility and noble personality since they chose the glorious yet difficult career as educators of their own accord.</p>
<p>He said that the national conference of teachers was held 15 times until now but there was no such conference as the present one our educators greet proudly with the priceless fruits presented to the country and successes recognized by the people, praising the reality of the educational sector in which remarkable changes have been made just for a few years, not ten or twenty years, in such vast ranges as the system, structure, contents and methods, conditions and environment, social concern and support.</p>
<p>He once again expressed the ideal and will of the Party to make ours the world&#8217;s best education which all other peoples admire and want to receive and which can help to dynamically lead the efforts to achieve the national prosperity, and the deep trust in all the educators who are designers and builders for the long-term development of the country and the revolution and the driving force of the educational revolution. And he declared the opening of the conference with his confidence in its success.</p>
<p>The participants burst into stormy cheers, out of their boundless reverence and gratitude to Comrade Kim Jong Un who shows great trust and love for the teachers, putting them forward as true patriots cultivating the future of the country to the envy of the world.</p>
<p>The national anthem of the DPRK was played.</p>
<p>A congratulatory group of the Korean Children&#8217;s Union entered the venue to recite a congratulatory poem.</p>
<p>At the end of the recitation, the venue was overflowing with great excitement of the participants again.</p>
<p>Expressing his conviction of the successful conference once again, Comrade Kim Jong Un warmly encouraged all the participants.</p>
<p>The venue was filled with the boundless pride of the participants glorifying the honor of soldiers and committed revolutionaries standing at the forefront of the talent education in the great era of transformation.</p>
<p>Pak Thae Song, member of the Presidium of the Political Bureau of the WPK Central Committee and premier of the Cabinet of the DPRK, made a report.</p>
<p>He said that the past seven years since the 14th National Conference of Teachers are the proud annals which witnessed a radical change and remarkable progress in education along with the powerful trend towards ushering in a great golden age of the DPRK true to the outstanding ideology of respected Comrade Kim Jong Un and under his leadership.</p>
<p>He noted that Comrade Kim Jong Un, who holds up talented persons and science and technology as the main strategic resources and the most powerful motive force of self-sustenance and self-development, comprehensively clarified the tasks of teachers to implement the Party&#8217;s policy on bringing about a radical turn in education. He added that at the 8th Congress of the WPK, Comrade Kim Jong Un set it as the general goal of education to develop education to the extent that it can be entrusted with guaranteeing the future of the country and clearly indicated the principle and ways for carrying out the revolution in education.</p>
<p>The reporter said that according to the steadfast will and determination of the WPK Central Committee which values each process and chain of the educational work as the affair for the eternal prosperity of the country and the revolution, the education was placed high on the agenda at important Party and state meetings and policies were adopted to dynamically make a turning point in the educational revolution.</p>
<p>He referred to the wise leadership and undying feats of Comrade Kim Jong Un, who set it forth as the main task of the educational sector to improve the structure, contents and methods of education and as a prerequisite for the development of education to build up the ranks of teachers, took practical measures to this end and made sure that the work for improving the educational conditions and environment was pushed forward in all spheres including the capital city, regions and urban and rural areas on a large scale.</p>
<p>The reporter noted that all educators across the country have led a worthwhile and happy life under the care of Comrade Kim Jong Un, who highly praises the teachers devoting all their wisdom and energy to education as true patriots and meritorious persons and puts them on the platform of glory.</p>

<p>The reporter recalled that the Ninth Congress of the WPK set forth it as the goal of the education during the new long-term plan to scrupulously train all students to be useful talents contributing to the revolutionary practice, decisively reduce the difference in the educational level between urban and rural areas and perfect the overall educational foundation of the country in a modern way, and referred to the tasks for attaining the goal.</p>

<p>Respected Comrade Kim Jong Un made a speech at the opening meeting of the 15th National Conference of Teachers.</p>
<p>The full text of his speech is as follows:</p>
<p>Comrade educators who have entered the venue of this significant conference with the unusual pride and honour of bringing up the younger generations of our country,</p>
<p>I attach importance to the work of this conference now with a feeling and expectations that are clearly different from those I have at other conferences and sectoral short courses.</p>
<p>It is an unquestionable fact and our consistent principle that the education work is the most important state affair that cannot and should not lag behind the work of any other fields.</p>
<p>I am really pleased to take this opportunity to directly offer you once again a greeting of deep respect I have always wanted to pay to the benevolent persons who are fostering the growth of the dear descendants of the country.</p>
<p>As I have come face to face with you like this, I am filled with gratitude to you at the thought that the talented personnel, who are a source of pride for the country and resourcefulness for the people, are growing up and the beauty and mightiness of this country are being given steady continuity thanks to many educators like you.</p>
<p>Respected teachers,</p>
<p>I think this way.</p>
<p>If there is anything in the world that can be put alongside the sacred and noble appellation of mother, it is probably that of teacher.</p>
<p>There is no more precious and valuable title in the world than that of mother and teacher.</p>
<p>Where mothers give children life, our teachers are just the benefactors who nurture and train them.</p>
<p>The mother&#8217;s right is not granted by anyone, but the appellation of teacher is a qualification and honour one is granted for voluntarily choosing the occupation of an educator who rears and leads those who are born on this land to be true persons and for fulfilling one&#8217;s duty.</p>
<p>I genuinely take off my hat and I am deeply impressed whenever I think how many stories the teachers have kept to themselves while teaching, and how many nights they have stayed up for teaching, since the sacred appellation is not defended by any others, but should be defended by themselves.</p>
<p>Teachers care for every aspect of students’ studies and life, as well as imparting of knowledge to and moral education for them who are different from one another in aspiration, personality, taste, family background and everything, and the trouble the teachers take through the eventful and busy daily routine is as immeasurably enormous as the pains taken by mothers who bring up their children, and nobody can go to such trouble in place of teachers.</p>
<p>Our educators reliably support the future affairs of the country by devoting everything, even the love that should be shown to their beloved children, families, parents and siblings, to their students, and they regard it as their mission and duty. They are respected by all the people across the country as their life is an exemplar of the most beautiful and ennobling patriotism.</p>
<p>As they have followed in their meticulous mind the footprints their disciples leave at hundreds or thousands of jobs and posts, they sometimes might have shed tears of deep sorrow over the death of their disciples who fell in battle, and subsequently their hair turned grey and their faces got deep wrinkles earlier than usual. Their tears touch my heart and I face them with greater respect.</p>
<p>Each of the heroes who laid down their precious lives to carry out the orders of their country and defend its honour, the outstandingly talented personnel who brought dignity to powerful Korea through the arduous journey of research and the faithful and patriotic meritorious persons supporting the country at factories, coal mines and farm fields all their life with immaculately pure conscience, must be the disciple of an excellent teacher.</p>
<p>But none of the teachers have shared their disciples&#8217; honour although they have put their heart and soul into the guidance of them since their childhood.</p>
<p>And few people know or ask who taught them and how great the services their teachers rendered for their successful career were.</p>
<p>As they have selflessly devoted themselves to their disciples&#8217; development without expecting any reward, the teachers have never thought of, or tried to take, their share in their old students&#8217; feats: for the sole reason that they used to be their students, the teachers take great pleasure and pride of life.</p>
<p>Teachers are the benefactors all other people in this country owe heartfelt thanks, and the best of the patriots who deserve to be put on the high platform of honour, which we build with such a deep emotion, before anyone else.</p>
<p>This is the true profile of the educators of our country that everyone ought to know, remember and hold in the highest respect.</p>
<p>Availing myself of this meaningful opportunity, I would like to offer the highest tribute and thanks to all educational workers across the country who chose the honourable yet challenging career of teacher for themselves and keep their sacred posts with an ennobling sense of responsibility and by dint of their lofty personality.</p>
<p>Also, I extend warm thanks and encouragement to all the educators of the General Association of Korean Residents in Japan (Chongryon) who, as champions of the right to national education, stoutly bring up the rising generations of the Korean community and Chongryon with their invariable patriotic-minded determination and resolute struggle in the alien land.</p>
<p>And I highly appreciate exemplary support organizations and officials who are making all unsparing, sincere efforts to strengthen the educational foundations true to the Party’s educational policy.</p>
<p>The venue of this conference is now overflowing with sincere wishes from not only the students, disciples and their parents but also all families in this country that have relations with schools.</p>
<p>This is because the teachers are entrusted with the task of training the beloved children and the descendants who will be born and grow without interruption will be trained by them.</p>
<p>We are now etching the 15th grand meeting of teachers in the history of its kind, but I do not think that any of the previous conferences is on a par with the current one as the teachers have greeted it honourably and proudly with the priceless fruits dedicated to the country and the achievements recognized by their fellow people.</p>
<p>When changes and innovations are taking place in all sectors as our socialist construction is in the period of unprecedented transformation, the educational sector is undergoing a truly dramatic change in the wide realm of system and structure, content and method, conditions and environment, and public interest and support.</p>
<p>Considering that the qualitative change, which presents a sharp contrast between the past and the present, has taken place in only a few years, instead of in one decade or two, it can be called a revolution.</p>
<p>It is just you, participants in this conference, and all other educators across the country who opened the prelude to a gigantic transformation aimed at creating the most advanced education and have elevated education to today’s level in the present era of pursuing still higher civilization.</p>
<p>Truly ennobling and laudable are the patriotic enthusiasm, sense of mission for the times and communist traits that our educators have displayed in the effort to achieve the goal and milestone of building an educational power and a talented nation, as planned by the Workers’ Party of Korea.</p>
<p>As it is the first-ever, unprecedentedly ambitious goal after our country’s founding, the educators must have faced many unfamiliar, formidable tasks to deal with, and often found themselves almost crumbling in exhaustion, but they have been paving their way strenuously to this day in the face of difficulties with the resolution and enthusiasm to attain the goal at all costs.</p>
<p>I believe anyone present here has unforgettable stories of those days and honourable memories of their hard work which is worth being regarded as happiness and pride of life.</p>
<p>The traits and qualities cultivated, and the experience and lessons learned with great efforts through trying ordeals, are truly invaluable as they will serve as strong support for successes in the revolution which will continue hereafter.</p>
<p>Our Party and country derive the greatest source of their strength from the ranks of revolutionary teachers who have an ennobling spirit, high intelligence and firm self-confidence.</p>
<p>Comrades,</p>
<p>Education acts as a bridge which links the past of a country and nation with its present and future by dint of spirit and knowledge.</p>
<p>In fact, thanks to the consistent policy of attaching importance to education and the advantageous socialist educational system, we have written a glorious history and come to demonstrate such dignity and national power as of today and are making a vigorous advance towards a more prosperous and powerful future.</p>
<p>Our education has trained and put forward powerful forces that cherish the revolutionary ideology and spirit of patriotism which remain unchanged even with the passage of time and that are possessed of noble ethics and morality and comprehensive knowledge. Its baton should be firmly carried forward in the future, too.</p>
<p>The future of this country can be entrusted only to the talented personnel who have embodied the great history and traditions of the country and the people, who have absorbed the intelligence and civilization attained by mankind, who cherish an ambition to make their country powerful and rich, and who possess the abilities to realize it.</p>
<p>At present, our education sector is going through a very responsible and critical stage.</p>
<p>From this year our education, based on the success achieved in the course of implementing the first universal 12-year compulsory education programme, is implementing the second programme, and the higher education sector has definitely entered a stage of evolution, different from the previous ones.</p>
<p>At this point of time when our education is taking a new course, only when every work directly linked with educational development is planned in a far-sighted way and implemented to the letter, can we reach the level we set, while adding greater resilience to state building.</p>
<p>The correct effort for education is the investment in the future, a stepping stone for future development, and a guarantee for everything we pursue as an ideal.</p>
<p>We have so far laid the foundation to attain the goal we set for placing our education in the front rank of the world. From now on, we should produce the definite fruit to present the clear full picture of the most advanced and excellent education, and surely succeed in the educational revolution in the new era which we launched with determination for the future of the country and the revolution.</p>
<p>In this sense, it can be said that this conference has been convened at a very appropriate time, as it will analyze and review the overall educational work and discuss the practical issues for spurring the new qualitative development of education.</p>
<p>Comrade educators,</p>
<p>It is the ideal and will of our Party to make ours the best education that everyone is envious of and wants to get, the world-class education that dynamically leads the effort for achieving the prosperity of the country.</p>
<p>The Party and the state have entrusted the important affair decisive of the future of the country to you, comrades, our teachers.</p>
<p>Educators are the designers and builders of the mainstay of the state and the revolution and the motive force of the educational revolution.</p>
<p>When they remain faithful to their duty with an awareness that every teaching plan and every second and every minute of the lessons and lectures they give serve as the light illuminating the future and the nourishment for growing a large number of talented personnel, the educational revolution in the new era will get an ever stronger driving force with each passing day.</p>
<p>Students&#8217; performances at school are evaluated by their teachers but the latter’s achievements are measured by the footprints of their students’ life.</p>
<p>Educators should be the teachers who train new generations to be the pillars, who will shoulder the future of the country, by dint of their noble personality traits that will remain forever as a textbook of genuine life and their academic prestige every student truly admires and appreciates.</p>
<p>Schools may be different in campus size and number of students, but all our schools should train all the students of new generations to be faithful and kind-hearted persons who will become the pillars of the country and a source of pride of their families.</p>
<p>If our educators take care of and lead all their students with affection of a mother who devotes more sincerity to a bad child than a good one, then we will feel at ease about the future.</p>
<p>Comrades,</p>
<p>The value of education, the soil where the country’s best resources grow and the motive force of national development, cannot be measured in terms of money.</p>
<p>I reaffirm that education is the most important state affair and educators should be held in higher esteem than anyone else.</p>
<p>Many undertakings are being carried out in wide realms and lots of them require a great deal of effort. However, our Party and state will make unsparing efforts and show devotion to lead the progress of education and to support the teaching platform you are standing on.</p>
<p>I feel infinite strength and courage to push forward with the sacred cause of educational revolution from the passion pervading this venue and your dignified manner.</p>
<p>As trustworthy teachers like you are taking charge of our education, it will be everlasting as the cradle that brings dignity and mightiness to the country and a base for shaping a prosperous and civilized future.</p>
<p>I repeatedly request all our educators to fulfil their sacred mission and defend their blessed appellation amid boundless respect and affection of all the fellow people of this country.</p>
<p>Fully convinced that this conference will achieve great success that all the people ardently expect and hope for, I declare the 15th National Conference of Teachers open.</p>

<p>Respected Comrade Kim Jong Un, General Secretary of the Workers&#8217; Party of Korea and President of the State Affairs of the Democratic People&#8217;s Republic of Korea, Friday visited the Revolutionary Martyrs Cemetery on Mt Taesong on the occasion of the 81st anniversary of national liberation.</p>
<p>Present there were senior Party, government and military officials, including members of the Presidium of the Political Bureau of the C.C., WPK, and leading officials of the WPK Central Committee, the Standing Committee of the Supreme People&#8217;s Assembly, the Cabinet, commissions, ministries and national agencies and commanding officers of the Korean People&#8217;s Army.</p>
<p>The KPA guard of honor lined up there.</p>
<p>The national anthem of the DPRK was played.</p>
<p>A wreath in the name of Comrade Kim Jong Un was placed at the wreath-laying stand of the cemetery amid the playing of wreath-laying music.</p>
<p>Also, laid were wreaths in the name of the WPK Central Committee, the State Affairs Commission of the DPRK, the DPRK SPA Standing Committee and the DPRK Cabinet.</p>
<p>Comrade Kim Jong Un, together with all the participants, paid a silent tribute to the memory of the revolutionary martyrs who devoted their precious lives to the sacred struggle for the independence and sovereignty of the country and its prosperity.</p>
<p>There took place a march-past of the KPA guard of honor.</p>
<p>Noting that the revolutionaries of the first generation fought a bloody war of resistance to save the country and the nation and retake the dignity with their minds burned with the noble sense of duty to bear the responsibility for the destiny of the country and descendants, Comrade Kim Jong Un said that their steadfast independent spirit and undying feats are ideological and moral treasure and precious revolutionary legacy to be inherited for all ages.</p>
<p>The anti-Japanese revolutionary fighters&#8217; beautiful ideal of communism, transparent revolutionary faith and indomitable fighting spirit are injecting eternal viability into our people in their struggle to build a prosperous powerful country the martyrs desired, he said, stating that the cause of the great Korean people will be ever-victorious as they are carrying forward the high revolutionary spirit and noble view of life generation after generation.</p>
<p>Then he visited the Monument to Fallen Anti-Japanese Revolutionary Fighters.</p>
<p>With reverence for the well-known and unsung anti-Japanese revolutionary martyrs, who made a contribution to accomplishing the historic cause of national liberation, remaining faithful to the ideology and leadership of President Kim Il Sung, he placed a flower at the monument and observed a moment&#8217;s silence in memory of them.</p>
<p>Looking at a sculpture of three members of the Korean People&#8217;s Revolutionary Army fighting a heroic battle and a stone monument bearing many martyrs&#8217; names, he said that although the bodies of the martyrs who dedicated their precious youth to the revolution to retake the dignity and freedom of the country and the people were buried in unknown mountains and fields, their proud images and feats are clearly recorded in the history of the country.</p>
<p>He hoped that the pioneering generation of the Korean revolution, who created the priceless revolutionary traditions of Paektu and handed them down to the new generations, would be always remembered at the peak of the highest honor and dignity along with the advance and development of the ever-victorious socialism of our own style.</p>

<p>Respected Comrade Kim Jong Un, General Secretary of the Workers&#8217; Party of Korea and President of the State Affairs of the Democratic People&#8217;s Republic of Korea, Friday visited the Liberation Tower on the occasion of the 81st anniversary of national liberation.</p>
<p>Accompanying him were senior officials of the WPK Central Committee and leading officials of the Foreign Ministry and the Ministry of National Defence of the DPRK.</p>
<p>The Korean People&#8217;s Army guard of honor lined up before the Liberation Tower.</p>
<p>The national anthems of the Russian Federation and the Democratic People&#8217;s Republic of Korea were played.</p>
<p>A wreath in the name of Comrade Kim Jong Un was laid amid the playing of wreath-laying music.</p>
<p>Written on the ribbon of the wreath were the letters reading &#8220;We will not forget the feats of the martyrs of the Soviet Army&#8221;.</p>
<p>Comrade Kim Jong Un paid high tribute to the martyrs of the Soviet Army who bravely fought for the liberation war of our people for freedom and independence of the country.</p>
<p>He looked round the Liberation Tower with those officials.</p>
<p>Looking back with deep emotion on the militant feats of the officers and men of the Red Army who dedicated their hot blood to the sacred cause of Korea&#8217;s liberation, he said that even after the lapse of time and even though one generation may be replaced by another, the DPRK people will always remember the noble soul the martyrs put into this land and the heroic, self-sacrificing spirit displayed by them.</p>
<p>The excellent history, traditions and ties of blood between the DPRK and Russia now serve as a fundamental cornerstone and inexhaustible driving force for the bilateral relations of friendship and cooperation, he said, stating that the great friendship and unity between the two peoples forged with the noble idea and genuine militant friendship would be steadily carried forward and developed generation after generation along with the new era of comprehensive efflorescence.</p>

<p>In the early 1930s, an anti-Japanese armed resistance led by the great leader Comrade Kim Il Sung (April 15, 1912-July 8, 1994) was sweeping the northern part of the Korean peninsula and the vast swathes of Northeast China centring on the Mt Paektu area.</p>
<p>When the Korean People’s Revolutionary Army was formed by him on April 25, 1932 to liberate Korea from Japan’s military occupation, it was only some 100 strong. It could not get state backing or support from a regular army. But the KPRA grew stronger throughout its ten-odd-year struggle that culminated in Korea’s liberation.</p>
<p>Many wonder what created this miracle.</p>
<p>It is said that Kim Il Sung already put forward a plan to wage a decisive battle against the Japanese occupiers through an all-people uprising combined with the general offensive of the KPRA. Accordingly, the Association for the Restoration of the Fatherland was formed and spread across the country, uniting all people opposed to Japan’s military rule, irrespective of ideology, political view, religious belief and property. Small units and groups of the KPRA formed production guerrillas, workers’ shock brigades and other paramilitary organizations, as well as secret bases in the mountainous areas throughout the country, expanding and developing them.</p>

<p>According to Japanese documents, more than 180 anti-Japanese underground organizations were found out in Korea in 1942. After all, if the unfound organizations were added, the number would be countless. This means that Kim Il Sung must have mobilized tens of millions of fellow countrymen against the Japanese aggressors.</p>
<p>Japanese documents said that four divisions composed exclusively of Koreans were preparing for landing and parachuting operations in the Maritime Province of the Soviet Union and the Korean border areas and 100 000-strong Korean troops were poised for a decisive battle against the Kwantung Army of Japan; young Korean people, who had evaded conscription and drafting, formed armed groups and built bases in deep forests in a bid to join the advance of the KPRA.</p>
<p>In fact, when Kim Il Sung issued an order of final offensive operations to liberate Korea, all-people resistance organizations in the homeland rose up in keeping with the general offensive of the KPRA and destroyed enemy ruling organs in their regions. According to data available, such resistance organizations and armed units at home, let alone North and South Hamgyong provinces, raided nearly one thousand enemy ruling organs in a week alone in mid-August 1945.</p>
